My wife says: First question : No, it is illegal unless you are part of the Russian judicial system (Police, Lawyer, Judge, .....) You can however, submit a request to the police and if you have a valid reason (or use the Russian method) you can get this information. Only name, address and home telephone are available to the public, but she does not know if it is online somewhere.
